The story starts after the player has defeated Eddie and his street gang - "The Eastsiders" on with Melissa in Olympic City and is presently honored as the best street racer in Olympic City. Behind a race, the player is called by an unknown man with an "invitation" to join his team and that he "is not taking no for an answer." The player terminates the call without answering and starts driving to a party but is ensnared by a Hummer H2 that rams his Nissan Skyline GT-R, wrecking it. A man with a scythe tattoo on his hand calls to verify that he "took care of a difficulty."

Six months later, the member boards a plane to Bayview among a good luck symbol from Samantha that also applies to her colleague, Rachel Teller. The player comes in Bayview, purchases his first car using the money given by the insurance on his totaled Nissan Skyline, and begins racing over. The player quickly gets fame and sponsorship deals from winning races and gets the awareness of "The Wraiths" and their leader, Caleb Reece. Caleb is shown to be the driver of the Hummer that destroyed the player's car in Olympic City.

Rachel reveals to the player that Caleb is attempting to take control of the racing scene in Bay view by manipulating the sponsorship deals in his favor, threatening the player's livelihood, and Rachel's liaison with the sponsors. Caleb tries to have the player miss an Underground Racing League tournament by winning Nikki Morris, a Wraith member, in the related tournament as the player. This ultimately fails, and Nikki moves the Wraiths after Caleb scolds her for dropping; she later enters Rachel and the player's side. Nikki reminds them of the importance of Caleb's plan if he gets over the city's street racing scene.

Despondent to hold the player, Caleb ultimately places all of the remaining Wraiths members in an Underground Racing League tournament corresponding to the player, which loses and after losing another sponsor, Caleb challenges the player to a crisis. The player accomplishes the race and glorifies Rachel and Nikki while Caleb is moved broken and defeated. That competition joins the player's status as the best Underground racer in Bayview.
